“There are some really big additional policy changes that I need to tell you about,” Redford told the board.

Redford said there is a new pricing strategy aimed at keeping cigars and cigarillos out of the hands of young people. Communities have the authority to raise the price of a single cigarillo or mini cigar to $2.50 and any package of two or more would cost a minimum of $5, she explained.

“That is a pricing strategy we know works,” Redford said.

She said $2.50 is a proven price point for impulse buys. Fewer young people will make a purchase at that  price, and the markup has little to no impact on retailers.

“The retailers still make money,” she added. “This was never done to zing the retailer.”
